We see the Spymaster flirting with danger [i.e., Ashad and the Cyberium] in The Timeless Children [#45: He's robosexual!]. We also see him having a grand old time being choked [#43: His provoking Ashad!]. He's kind of kinky.
Further evidence of some non-heteronormative sexuality appears in The Power of the Doctor with his comment about how much he loves a good bunker and would any of the UNIT toughs like to join him?
All of the Spymaster's lines in this scene, along with actual gleeful hand rubbing and flamboyant sneers at the Doctor's old allies, serve to convey his smug mastery of the situation to his audience. He has this planned so well that, even as he's being dragged off in handcuffs, he retains the nonchalance necessary to flippantly insult Kate, Tegan, and Ace.
At the same time, please note his self-canceling insincerity [#30]. Basically this means that the Spymaster is often so sarcastic or joking about things that the sarcasm or jokes cancel themselves out, and his sarcasm becomes an unironic statement of something he's really interested in. For example, he spends an entire paragraph insulting robots in The Timeless Children, only to get a high off being choked by a cyborg. His words claim that robots are boring, but his expressions suggest that he's thrilled with the mechanized choking he receives. He really, really likes robots and cyborgs. A normal amount.
I think the same self-canceling insincerity is at work in the line about bunkers. "Oooh, I love a good bunker! Wanna join me?" could mean "I hate imprisonment, and I hate all of you." Or, given the Spymaster's kinkiness, he could be getting off on the imprisonment and trying to disguise that excitement as scenery chewing.
