I suspect that it's really just an emblem used to identify his troops/ships/etc. Kind of like a signature, but I'd suspect that it's a variation of some Kaleesh design.

{I have similar suspicions. That it was some sort of Kaleesh symbol makes perfect sense considering his past... Also in many designs it has an arrow-like pattern much like the markings on the cloaks of his magnaguards and on his mask. }
