It is the creator God who is in the boat
On the lake itself, a storm blows up, of which Jesus is unaware, because he is asleep. Matthew calls the storm, literally, “an earthquake”“ - a word that commonly occurs in the Bible when apocalyptic horrors are being described. Understandably, the disciples are scared by this apocalyptic storm, and they address Jesus in significant language:
“Lord [Gk. kurie], save us” (8:25)
“Save us” is the language that is often addressed to God in the Psalms, not least when people are threatened by water. The word kurios means “Lord,” and it has divine connotations in Matthew’s Gospel and elsewhere in the New Testament.
The disciples, then, are talking to God and looking to him for deliverance. Jesus responds by rebuking the wind and the waves, and everything becomes calm. “What kind of man is this?” the disciples ask. “Even the winds and the waves obey him! (8:27)
They know from their Scriptures, of course (e.g., Genesis 1), that only God can govern the chaotic waters. It is only the creator God, as Psalm 89 reminds us, who is able to,
“rule over the surging sea; when its waves mount up, you still them?
Astonishingly, then, it is the creator God who is in the boat with those disciples and who will shortly disembark on the other side to the lake to heal two demon possessed men, and to forgive the sins of a paralyzed man (8:28-9:8).
