Alright, in retrospect. Penelope Fittes was totally trying to kill Lockwood and Co during the Black Winter wasn’t she?
Like convenient that she set up the Solomon Guppy case in such a way that Lockwood had to re-recruit Lucy, have Holly working as an operative, and have Kipps there as supervisor. Like she orchestrated a case in which all but two agents present at Aikmere’s Department store (who potentially witnessed Rotweil’s whole scheme) were under one roof with the cannibal ghost of a man who couldn’t be restrained by SEVERAL adult men in life and who had very strange psychic phenomena only one of the crew of agents was likely to be able to hear.
Like, obviously if they live, keep your enemies closer and all that. It gives Lockwood and co and her a positive working relationship and builds trust… but if it goes terribly wrong, all of the potential witnesses of her misdeeds are gone in one fell swoop.

This is literally nothing new. Yes, Stranger Things was Neflix's golden child because it made a shit ton of money.
But why would that change anything? All of the shows above were GREAT and they didn't give a shit.
What do they have in common?
Queer. Representation.
The only one that actively didn't was Lockwood and Co. But that was because they ended it before said queer character in the series was introduced.
