Yeah, he was. It's not explored as much as it should be but in canon, Zenitsu has had seven ex-girlfriends. Zenitsu is 16. And you have to take at least a year off, because he was with Jigoro for around a year or so for training. So by age 14-15, he had seven ex-girlfriends. He is far too young to have had seven ex-girlfriends.

Canon explains that Zenitsu's exes "dated" him, but they repeatedly got him into debt then left him. Even if they never actually got intimate with him, this is still grooming. Financial grooming is still grooming. His exes are shown to be significantly older than him as well:

It's gross and abusive for them to agree to date him at all given their age gap with him. The fact that Zenitsu is a street orphan and they are wealthier and have a societal advantage over him as well just makes things worse.

It culminated with his seventh "girlfriend", when Jigoro paid off his debt and took him in and trained him.

Zenitsu being groomed by older women is absolutely important and is why he has such a warped view on relationships and romance and why he doesn't understand how relationships are supposed to work (particularly healthy relationships).

So yes, prior to canon and being taken in by Jigoro, Zenitsu was repeatedly grooming by predatory women, something which is very important to his character and why he acts the way he does.

(This is mentioned in the anime, albeit briefly in S1. The databook does have a bit more information on it.)
