Thinking about it, the "the holder makes the limit" is so much of a very bad idea

Like, a bee user could make so the venom only stops the brain or respiratory system of the victim, a turtle user could make a shield so big to be around the whole city or make it so tiny that it can crush any person, a black cat user could just decide to destroy the fabric of time and space and etc

That is actually the best argument FOR the holder makes the limit I have heard.

This is like how bending in Avatar could be so much deadlier than it is shown.

People always talk about limitless power like, limitless power gets boring. Just give me extreme amounts of power with limits that take a really long time to get to.
