Hear me out. Here me out.
Silver has a very slight hybrid Russian-Lichtenstein accent. It's not too noticeable (in fact he can use his glamour to put on most accents, commonly Italian or French) but it's there.
Why? Because in 'The Masked City' a fae called Prince Serebro (Russia for Silver) had a feud with Lord Perchatka (Russian for gloves) for long enough that it's in Library history. And, of course, he's also Lichtenstein's ambassador.
