No one deserves redemption; it's a choice people have to make, and it's not up to us to decide who can make that choice and who can't.
If someone decided to change and atone for their actions while they were still alive, they would go to Heaven, so the hotel is here to keep that option open to them, even after they die and end up in Hell.
If someone does come here to seek redemption, they have to show that they're actually ashamed of their past and want to change. And then if they do change, they shouldn't keep being punished for the person they no longer are.
The worst of the worst aren't going to acknowledge the wrongs of their actions, so yeah, they won't get a spot at the hotel.
