This “thumb nail sketch of the Civil Rights picture” in Milwaukee speech was delivered by Alderwoman Vel Phillips to an audience of over 6,000 people before a speech by Dr. Martin Luther King, Jr. at the Milwaukee Auditorium on January 27, 1964. This document, with Phillips’ own hand-written changes, can be found in the Vel Phillips Papers (Milw MSS 231, Box 35, Folder 39) at the UWM Archives.

Manuscript Notes 

Tossing in notes while you're writing is a great way to stay focused on the task at hand. Whenever there's a new idea to flesh out, a word to change, a name not quite finalized, it's great to mark it with underscores, parenthesis, whatever works for you. Then when you get time, you can make the changes without losing forward momentum. The ideas don't get lost and your writing flow continues uninterrupted!
