Step 1: Brightness/Contrast to brighten the gif:

Step 2: Levels:

Step 3: Curves:

Step 4: Add a black and white Gradient Map and have it at these settings to add some contrast:

Step 5: Add Hue/Saturation to enhance the colors a bit:

Step 6: Color Balance:

Step 7: Add a Solid Color layer color code: #414141 at these settings:

Step 8: Vibrance:

Step 9: Selective Color:

Step 10: Add another black and white Gradient Map at these settings:

If you want you could stop here but I wanted this gif to be a bit darker to I added an Exposure layer:
