Maybe one if something bad happen to his wife after gives birth, but three is make more sense for me. Boy, girl, and little boy.
Yeah, see generally when I see him with one child in fics or imagine him with one child, there’s usually just him and the child. Circumstances don’t allow it, so to speak.
If I however read a fic and he has two children? I always - and I mean always - end up being like “Nope. It needs one more. Where’s the third?”

Regulus doesn't want just one cuz he knows how lonely it is to be an only child and he doesn't want two cuz he knows how painful it is to be abandoned by your only sibling so if there's three then maybe there would still be a chance that none of them will be abandoned or alone like he was.
