Fact: When Super Leaves are blown off of the Tail Tree during a storm in Super Mario 3D Land, some of Bowser's Minions use the Super Leaves to transform into their Tail forms.

Bowser’s Minions appear to use Power-Ups on several other occasions as well.

Bowser Can Use Power-Ups

Here's a fact, Bowser can use power-ups and he has done it a few times in the games.

The we see him do it in Super Mario 3D Land when he turned into Tail Bowser, and in Super Mario 3D World when he became Meowser. Bowser also in Super Mario RPG: Legends Of The Seven Stars, the move Starry Shell Strike has Bowser using a Super Star to go invincible.

All that being said, there is also the various countless times in games like Mario Kart where Bowser has used Fire Flowers, Mega Mushrooms, and various other power-ups. Written by Eris the Lorekeeper
