Duterte: No nationwide MGCQ before vaccine rollout

President Rodrigo Duterte junked the proposal to place the entire country under Modified General Community Quarantine (MGCQ) unless the rollout of COVID-19 vaccination starts, Malacañang announced on Monday.

"The Chief Executive recognizes the importance of reopening the economy and its impact on people's livelihoods. However, the President gives higher premium to public health and safety," Presidential Spokesperson harry Roque said.

Roque explained that the president wanted the vaccination “to start the soonest possible time in order to ease the community quarantine."

The decision foils the proposal of economic managers to relax the quarantine restrictions starting March 1 in order to mitigate the economic impact of the pandemic.

The National Economic and Development Authority chief recommended the shift of the country to the lowest restriction level to mitigate hunger, poverty and unemployment.

In his previous speech, Duterte bared that the country is losing Php 2.8 billion daily due to COVID-19.

According to Navotas City Mayor Toby Tiangco, nine out of 17 mayors in Metro Manila are in favor of the recommendation.

Under MGCQ, all private and public offices can resume operations at full capacity, with special remote arrangements for persons aged 60 and above, pregnant women, and people with comorbidities.

Limited face-to-face classes for higher education institutions is allowed under the loosest quarantine measure.

All types of establishments are allowed to operate with exception to those connected to entertainment and leisure industry, such as cinemas and concerts, which are limited to 50 per cent capacity.

Meanwhile, there is still no definite date on the vaccine rollout as delays continue to hamper the arrival of the vaccines.

The government eyes to start the inoculation this month through shots of Pfizer and AstraZeneca obtained by the government through COVAX facility.

However, paperwork on indemnification stalled the arrival due to late notice of pharmaceutical companies, according to vaccine czar Carlito Galvez Jr.

The vaccination drive aims to cover 70 million people within the year.

So this is how we dine-in the #newnormal way. After being greeted with a footbath, a temperature check, a guestbook, and a sanitizer, we also need to fill up forms before we do our thing at the table. It does feel weird, but going through these protocols may be the least we could do as someone who takes empathy and common sense into consideration amidst the whole situation. This pandemic, it sure changed the course of our lives. Our anxiety level may be heightened and may go off the charts but we have to make a choice not to let that happen. I guess we just have to deal with it making sure not to go insane. Besides, even if the risk is still there, this experience may somehow allay the threat of getting cabin fever (which is real).
