Hades is a surprisingly comforting person for those who have been forced to do bad things, because he can see their crimes and knows how they should be sentenced. And to Hades, actions resulting from programming are on the programmer, not the person who was programmed. What they were forced to do is on those who forced them, not the person who was forced. No choice, action doesn't count. So he'll meet Ace Hearts, or Mildred Mim, or James Barnes, and he'll know their crimes, their conviction, their ruling, and their sentence. And Hades is always right. That's his role in the universe. He can't be wrong. It's literally not possible for him to make the wrong call there.
So when he looks straight at Bucky Barnes and says "Innocent. Elysium, opportunity for reincarnation and Blest," he knows what he's saying is true. Believe him.
