He isn’t finished, but he forces himself to fold it away anyway. He can’t afford to lose himself in the memory of his lost brother like Bruce is clearly doing. Not when their family just got a little bigger.

To Dick’s disbelieving rage, Bruce let Tim be Robin. It’s about the stupidest, most selfish thing Dick has ever heard, but he doesn’t protest. No, what’s done is done. Now all that’s left is to move forward and pray he can avoid the mistakes of their past.

No matter how much he wants to scream at Bruce, there is no way in hell Dick is going to let Tim become another Jason, which means Dick can’t do what he did last time. Jason was proof that he doesn’t get the luxury of throwing a tantrum and slacking off, he needs to take responsibility for his role in Robin’s life, which means first giving Tim his blessing, and second training him.
