Since she is a someone trained to be a ruthless Kahn Guard soldier from a young age and has grown to have a fairly high position within Outworld's army as a Subcommander, Minerva usually speaks loud enough to assert her authority while expressing a complete control over her emotions.
When speaking to superiors she's respectful, when speaking with those under her command she's authoritative. In general, she's pretty direct, going straight up to the point of a conversation and having a no-nonsense personality.
I don't have a voice claim for any of my OCs. It's just something I never do.

Oh, boy, I would have a lot of potential for angst here.
Minerva is a Kahn Guard soldier. As I write it, the Kahn Guard is an awful faction to be part of. Their recruits are taken whether their family consents it or not (and very few consent it). Their whole philosophy is that only the strongest deserves to be part of them, and so they are constantly sent to missions against the Empire's enemies. Those who die during those missions are considered too weak to form part of the Kahn Guard. It's a horrible, toxic environment that causes people to grow ruthless, merciless, cruel, and to accept that as the only way of life. Minerva has potential to have experienced a lot of bad stuff during her life.But the particular headcanon I am going to propose today is the next one.
One day, a young Minerva who hadn't been taken over completely by the Kahn Guard was in a training duel with another recruit she knew well. Perhaps not a friend, but at least someone she had trained alongside with for some time, and she knew enough about them. She knew they were also recruited at a young age, that they hadn't chosen it either. She could sympathize with them, whether she would say it out loud or not.
The duel Minerva was having with this person was a close one, so much that things went out of control. In the Kahn Guard losing even a simple training duel means a great dishonor, a proof that you haven't grown strong enough. In the end, Minerva would end up accidentally killing the other person. While she was trying to process it, her trainers would just write it off and tell her to grow over it. The weak don't deserve to live, and all Minerva had done was ending someone weaker than her.
That would have been the moment Minerva would have completely given up to the Kahn Guard ideals and allow herself to be consumed by them. She didn't need to accept what she had done in that way. It what was meant to happen, after all: eliminating the weak. That day, Minerva may not have physically died, but what was left of innocence in her did.

Simple. for Outworld's Empire to rule supreme over all realms. It's what she has been indoctrinated to do, it's all she could desire alongside being with her husband and daughter.

He doesn't speak very loudly most of the time, just loud enough to be heard.
Sorak is many things a regular citizen of Outworld wouldn't expect of a Tarkatan: soft-spoken, serene, well-mannered. His village is already different from most Tarkatan societies, and he in particular is what we would call a nerd lmao. Still a warrior due to the traditional warrior Tarkatan culture, but one who also enjoys activities such as reading or appreciating pieces of art from different parts of Outworld. His voice would reflect that.

Being as knowledgeable as he is, Sorak actually knows about other kind of societies to the one he has lived in under Shao Kahn's reign. He knows there are ones who, with all their problems, are not ruled by Emperors with absolute power, nor based in the rule of the strong over the weak. Something within him may have had hope that a society like that could prosper in Outworld, if only to try an alternative.
Until the genocide of the Cryomancers by Shao Kahn. I think that is a particular event that I can use as what made Sorak lose any hope for another future for his realm. That was the destiny of all who opposed Shao Kahn, of all who opposed the strong: death. He may not have suffered from Shao Kahn's system as directly as Minerva did, but the results from living under it were the same.

Have access to all knowledge across existence. He would feel that's the key to get anything he wanted in the due time.

She's kind of a middle way between both her parents. She's as loud as Minerva or as much as Sorak when the situation calls for it.
And the same about her way of speaking in generals. When she is dealing with other Kahn Guard members, she's as authoritative as a Commander is required to be, similar to her mother. When she is in more diplomatic scenarios (like engotiating an enemy's surrendering, let's say), she is more similar to Sorak.

She has suffered from discrimination during her life due to being half-Tarkatan, as I have established in her bio. But what may make this particularly angsty, at least from my point of view, is her answer to it.
Get stronger. That's what she believes to be the answer to everything, discrimination included. Be better, grow stronger and step over those who denigrate you. If you can't, then you are weak so you actually deserve it. It's the ideology her parents have and have prepared her to believe in since she was born, and the one followed by the rest of her world, so no wonder she follows it with no question. That's how she has surpassed the discrimination she suffered in her eyes, and what she would tell anyone else in a similar situation to do.

It would be easy to say the same as Minerva, but let's change it a little bit for the sake of variety: she would wish for she and her allies to become the most powerful they can be, to exploit their full potential. Then it is when they would be able to take over the realms and make the glorious unbeatable Empire they all want, built through combat and the death of those weaker than them and foolish enough to resist.
