Maybe Keigo could be sad about what happened, but not angry. He would do his research to find anything about Dabi's past after Tou's "death", to find a way to understand him and why he turned into a villain. I think it would be cool if Keigo went to Touya's grave (I think Japan's graveyards are different from the ones in Europe and America but BNHA is kinda americanized so) and scratch his name from the gravestone like a signal that he's still alive, not just literally but in Kei's heart too. Then he could meet Dabi and tell him that he made an oath to support Touya so if Touya's destiny now is to be a villain, then Keigo will too. Dabi would probably say that classic bullshit "Todoroki Touya is gone" and Keigo would reply like "I know that. But I didn't loved the Todoroki's first born, I loved my Tou, the kid that were my family, my love, my home" fuck that would be emotional as hell

I love this! But sadly, it won’t fit into the parts of the storyline that I have planned for the finale T-T
