Looked up his VA and, lo and behold, it's Toshiyuki Morikawa, who voices this other suited up, morally charcoal shooter

I think Blanca is worse, though. He genuinely sees himself as a neutral party and sees nothing wrong with coming out of early retirement just to ruin a teenager's life.

At least Chang knows he's awful and doesn't try to lecture anyone or act if he's above anything.
