Laverne Hooks (Police Academy): Laverne is the primary visual inspiration for Lucy as she's a black woman who works as a law officer in a piece of media from the mid 80s. I would also add that Laverne's character resembles the one that Owen intended for Lucy to have on Mortimer's Handeemen - a soft-spoken, dedicated woman who can sometimes get aggressive and is able to get business taken care of when needed, but, as I've mentioned in my description of Lucy, she turned out a bit different once she was brought to life, just like her fellow puppets did.
Sheriff Woody (Toy Story 1): Like Woody, Lucy is a sheriff doll character based on an old children's TV series, whose personality is somewhat different from the source material and who, while loyal and smart, is very possessive and territorial of "her humans". However, Lucy is far from pursuing a leadership role and not at all as responsible and attentive as Woody.
Marceline (Adventure Time): Similar to Marceline, Lucy has a laid-back and a bit immature personality and can be mischievous and sarcastic but also somewhat sinister and passive-aggressive. Marceline's emotional attachment to her teddy bear, Hambo, and a strong reaction to him being taken away is a good point of reference for how Lucy feels about her hosts after they end up being used as sources of life energy for the puppets, resulting in them permanently losing their consciousness, and how much she dislikes someone trying to interact with them without her permission.
Maxine "Max" Gibson (Batman Beyond): A lot like Max, Lucy is a street-smart tomboyish black girl with a sharp mind but a rather lax, reckless and straightforward attitude, despite underlying issues related to emotional attachments, who is very helpful to her friends but, despite her ability to follow the rules, can also be a bit stubborn and find workarounds to be able to do what she wants while still acting within the instructions she has been given.
The Famethyst (Steven Universe): A big inspiration for Lucy as this team of gems (in particular the Amethysts of the group) are shown be humorous and easy-going, therefore, somewhat unprofessional, guards who are stationed at the place where the superiors of their kind keep abducted humans and who have developed a sort of Lima Syndrome towards their human captives, shown by how they don't just prevent humans from escaping and making a mess but comfort them by giving them very sincere-sounding consolations and asking them to talk about their problems.
While her and them both listen to their superiors they find overbearing and perform their duties, Lucy gets along better with her leader - Mortimer, despite his physically and mentally abusive tendencies towards the other puppets, than the Famethyst do with theirs, Holly Blue Agate, and she wouldn't allow prisoners to escape the way the gems let Steven and Greg leave, but that can be attributed to the fact that Holly is more hursh and always serious and demanding towards the subordinate gems while Mortimer, despite occasional toxicity, is able to present himself in a more gentlemanly, caring and benevolent light to his team and let some of their behaviours slide as long as it can benefit his ability to get them to do what he wants.
Breakdown (Transformers: Prime): Just like Breakdown, Lucy is the muscle in a team of antagonists who try to overtake humans, who expresses her loyalty to the group through her willingness to follow orders without much questioning, shows capacity for friendship and camaraderie that is rare among her kind and, despite her strength and nonchalant attitude, can display genuine care towards her friends, even within the harsh hierarchy. Both characters' intelligence is often underestimated, eventhough they can be rather quick-witted and adaptable. Additionally, both have a notable trait of being more humane to the group that's perceived as mostly just resources by their colleagues and superiors.
Baloo (Disney's Jungle Book): Lucy and Baloo are both laid-back and easygoing, often speaking with a soft, smooth tone, and enjoying relaxation and quality time with a human (or several humans) they want to keep by their side and who they feel the most comfortable sharing their thoughts and feelings with (the latter, understandably, being less wholesome in Lucy's case due to the more one-sided nature of the connection and Lucy's stronger possessiveness of humans, which makes her unable to let humans go the way Baloo does to Mowgli), but not disregarding the safety of their close ones and capable of responsibility should the circumstances reach a valid level of importance.
