I am currently dating a saudi student. And we plan on getting married but he is very concerned because he is a student. If we both understand it correctly, he is not supposed to get married while on a student visa. Is there anyway we can legally get married while not being penalized by the saudi government?

Yes, you wait until he is finished with his studies. Once his contract is over, he is free to marry whomever. He will still have to file with the MOI in Riyadh for the marriage permission before you get married as well.
