新京报讯 （记者杜丁）昨天来自国家图书馆的消息，我国图书馆界第一份综合性研究报告《中国图书馆事业发展报告2012》（蓝皮书）正式出版。报告显示，国际图联规定，公共图书馆人均藏书量应为1.5册到2.5册，而2009年我国人均拥有图书为0.44册，县级以下更是人均只有0.1册，人均购书费仅为0.7元。
报告显示，由于资金短缺，很多基层图书馆的书还是三四十年前的，实际上早已陷入名存实亡的境地。不少县级图书馆成了网吧、茶室，甚至只是堆放旧书的仓库。
国家图书馆相关负责人表示，我国公共图书馆资源总量的不足与配置的不平衡已成为影响免费开放效益发挥的一个重要因素。
