Following on the theme of Tsunade telling the elder council that Tobirama would be disappointed in them… it would be damn funny if she actually dissolved them.
Tsunade: If I have to have a council, I can have another one, and you know what? I'm ending this whole circus! Council: But we are your elders! And we are important. Tsunade: You're not the only important elders I have! Who are alive, of course…
She then proceeded to recruit Eternal Genin, Necoba, and Hokage Haori tailor to her new council.
Turns out, Shizune isn't the only one who can make her do her job without going crazy.
