I think he acts and talks openly condescending and dehumanizing to those he experiments on. Why? He has a strong desire for exercising total control and dominance.
Plus, we see how he slips during his interactions w actual clients, theres no way he keeps that side locked when he is literally free to do anything he wants once they are sent to be lab rats. I mean, we repeatedly are reminded by the show that Flug won't be nice if you end up in his "care".
Black Hat is not the only one who has a black hole he sends all the disobedient hatbots to–no, pardon.. Flug himself -is- the black hole Black Hat uses as punishment. [ see how they end up within his lab for experimentation purposes].
So clearly if Black Hat has chosen him to be the punishment, it.. It must mean Black Hat himself aknowledges the cruelty and horror it is to be in Flug's hands. He would never admit it since he is a fucking top tier sadist who gets off to see Flug in pain, agony and self-loathing, but.. The aknowledgment is there. In the subtle decisions he has made, like putting Flug as an actual CEO of his business, where he coordinates most of the inner workings.
