With everything going on with agencies and the WGA, if someone is trying to break into screenwriting would you suggest going straight into trying to get a membership rather than an agent?
That’s not exactly how it works. In order to get into the WGA you first have to have writing credits on something significant (i.e. with a studio or notable talent attached). Then, you join the guild and get certain protections by being a part of it (such as union pay rates). Agents are people who’s job it is to help you sell your script. The ATA is a collection of the biggest talent agencies in the world. The ATA and WGA are fighting because the writers are concerned that certain practices (such as packaging) can cause their agents to make deals in which the agent gets paid more instead of the writer (the agent’s client) getting the best deal they can (which is what an agent is for). This article (which I’m assuming you saw but for those who haven’t...) breaks down the feud pretty well.
So right now, at this moment, it’s probably better for new writers to seek out an agent or manager. Agents and managers are who are going to get you in the room and actually help you sell your script. The WGA, once you are an established writer, protects you from getting screwed over. You can make it without being a part of the WGA, but it’s near impossible to sell anything without an agent or manager if you are new to the film industry. (The way around this Catch-22 is to submit to competitions and to always be writing material. The first question we ask when we find a script we like from a competition is “What else do you have?” It proves your script wasn’t a fluke and that you have and will continue to put in the work.)
Agents and managers ARE different, but it’s a bit more nuanced. Agents are experts at the business side of the industry. They often have hundreds of clients and are not as invested in you personally as a manager would be. However, agents are often much more proficient at the business side of things. If you just need someone to get you in the room and stay away from the creative side, agents are a good bet.
Managers are closer to producers. They tend to have fewer clients and invest in the creative aspects more. Managers know business but love story and development more. They will often go through the development notes with a writer and be much more approachable than an agent. They spend a higher percentage of their time dedicated to you but are often less proficient in the business aspects. I work for a management/production company so I’m a bit biased toward this option. Also, managers are bigger in the indie scene and are not involved with the WGA/ATA feud.

A Case Report on Teriparatide Treatment in Non-Uniting Fracture | Chapter 19 | New Horizons in Medicine and Medical Research Vol. 1
The goal of this case report is to describe the Indian experience with Teriparatide in 5 cases of delayed unions and non-unions, as well as in the setting of osteoporotic fractures. Fracture healing issues cause the rehabilitation process to be delayed, which has an influence on quality of life. Both society and patients have a financial burden as a result of the accompanying costs. No systemic treatment for fracture healing has been approved to yet. Teriparatide is a synthetic polypeptide hormone made up of the human parathyroid hormone fragments 1–34. A rising amount of research suggests that it can speed up fracture healing and mend non-unions, in addition to its well-known signal of osteoporosis. Our case report's main finding is that teriparatide is a potential medication not only for treating osteoporosis but also for accelerating fracture repair. Teriparatide therapy hastens healing, allowing patients to return to regular life and work sooner. It also improves medical resource usage, reduces the likelihood of a second operation, the need for a bone graft, and overall chronic morbidity associated with long-term care. Teriparatide therapy has several advantages: it can be prescribed for any type of fracture, including non-surgical fractures; it can be started at any time; and it can be used throughout the healing process. Our findings are in line with previous studies looking at the effects of Teriparatide on delayed and non-unions in humans. Some fractured bones have difficulty healing. The treatment of a nonunion depends on the cause of the problem. Only once the cause of the nonunion is understood can proper treatment be initiated.

“Let them know you do not appreciate them freeloading” sound like “heckle them for their money, please” to me.
I feel especially bad for those who were in my position – they already had the job before the union…
