Sorry to break it to you but his personal morality doesn’t really matter when he’s bombarding a planet to get the hero of the story to surrender.

He’s the antagonist of Rebels. That makes him the villain whether he’s evil or not.

Since I'm finally writing smth small about Beach California - here's my hc about his relationship with Gov/Congress.

They hate each other, they both get feral if left tougher in a small space. Gov has some scars from the cryptid, while B makes sure that nothing stays forever on him, since he shares the body.

There's not many states that actually seen them fight, since Gov is good at staying as professional as he can, while B usually enjoys making others miserable, but when it finally happens, when they finally break, both of them end up bloody.

Gov had his nose broken way too many times to count, while B lost so many teeth that if not his cryptid part, he'd end up without them by now.

PA n Mass, after finally dating Congress, are so confused, because he would never explain himself, just come home bloody and take a nap, dirtying the whole couch.

Cal on the other hand is tired of waking up back in his body, just to see a mess and have his teeth regrow.

The worst scar that Gov has from B is one going trough his whole left ear, where he had a piercing before. Older cryptid tried to rip off the piercing mid fight and ended up ripping his ear in two. Even if it's technically better now, the whole thing is still very sensitive.
