Since I am writing a revival fic, I'll use that as a basis for this i think.

In my personal headcanon, Axl acts as a babysitter turned aunt/uncle to Delilah. That being said, it'd be a bit complicated on Romeo's end. Romeo isn't that close to Axl, just being some guy he views as an annoyance for intruding on his dream world before. He has no attention to Axl, and doesn't think he ever will.

But, Axl's persistent happiness and go-lucky nature, despite whatever situation he's in, suprises Romeo, although subconsciously. How could a man faced with these constant strains on his mental health just walk through it all with a smile on his face? He must be faking something, right? Despite being the braniac he used to be, he just can't seem to figure it out.

As he gets closer to Axl (not particularly by his own volition,) he soon realizes that this constant joyous attitude was all self taught, self learned. Romeo tries to convince himself he's fine how he is, but in reality, he might want a bit of kindness in his life, taught by the British guy who knows best.

Since Romeo hasn't used his legs in God knows how long, he has to learn how to walk again, using canes and other's help. This is incredibly embarrassing for someone like him, so used to doing things alone and being on his own in general. He feels constantly mocked by everyone and everything who offers him help, and people like Axl stick around after being pushed away, obviously for no greater reason other than to help. Just like with I-No, Axl won't just buzz off when a problem arises. He's been sent to this universe to help, and he will!! Why reject help when you need it the most?

I dunno. Axl being an aunt/uncle thoughts...awawaw...
