So this is the last day I can say this before the finale airs and kinda cements if this is wrong which it might be but I do think there's a valid characterisation of the rani in the new season if they're smart.
I think there's a difference between hating the governmental system that cast you out and deciding to keep you're entire species dead. So far there's no evidence that she wants to restore the time Lords to their previous system and by going for omega specifically, a fellow scientist who also hates the rest of the time Lords guts, makes me think that it's more of an attempt to make in a new version of of the species in the form she wants it to take than bringing them back the way they already were. There are enough similarities to classic rani and classic omega that I can easily see them as allies.
That being said its still insanely funny that's she is deciding to repopulate with omega who is considerably harder to release instead of just the doctor or the master who both also hate did not like the status quo on Gallifrey.
