Even though Roll Cake Cookie is jealous of the fact that everyone thinks Pancake Cookie is cute, I don't think Roll Cake hates or despises Pancake. Pancake's relationship chart text for Roll Cake seems to imply that Pancake likes spending time with his brother, which leads me to think that Roll Cake isn't deliberately mean to him (otherwise Pancake would be scared of him or at least show negative feelings towards him, as we see with the familial relationship between Alchemist Cookie and Vampire Cookie).

I feel like, despite his jealousy and insecurities, Roll Cake tries to be a good brother for Pancake, and while Pancake may not be able to understand Roll Cake's issues, he showers him with familial love and affection anyway because he really does adore his big brother.

Sure, sometimes Pancake doting on Roll Cake can be annoying to Roll Cake, and sure, it's frustrating for Roll Cake to see everyone fawn over Pancake whenever they're with friends, but I strongly believe that at the end of the day, Roll Cake is genuinely supportive of Pancake and just wants him to grow up happy (perhaps because he doesn't want Pancake to become insecure like him).
