In opla, Buggy is unhinged but that got turned tenfold during the loguetown episode.

Think about it, Roger's execution was both the day his captain and parental figure died, and when he and Shanks went their separate ways in bad terms. His whole word was turned upside down.

Hearing Luffy laugh, just like Roger, probably resurfaced a lot of trauma that hadn't been treated in over two decades.
