It is SIVA! The weapon and SIVA were contained in the Cryptarchy vault in the Tower. Mithrax then asked us to help us stop the Eliksni from stealing it. The Eliksni in the mission were "loyal to Eramis," including the boss, Siriks. There was a joke early before Beyond Light that we should all use Outbreak Perfected to kill Eramis because she wanted it.
It's also a reworked weapon from D1, called Outbreak Prime back then, from Rise of Iron.
