It's freezing cold right now, and I just spent 10 minutes sitting with my neighbor's crying kitten who had been left outside.
Full stop, I don't care who you are, but if you let your cat outside in this sort of weather, you should not have a cat.
Keep your pets inside where they're safe. They should never be put at risk of freezing, getting hit by a car, or disease just because you're not watching out for them.
