I couldn't actually find any posts on overmasc as an identity, but I assume it's the masc equivalent to overfemme, so the flags are similarly structured.

Stripe meanings:

The shades of blue represent masculinity and the varying ways it can be expressed, while the green and yellow respectively represent "otherness" and nonbinarity, as well as a complete rejection of femininity with one's gender expression (which is often depicted in shades of pink, the opposite of yellow-green). The white in the center represents "pure" masculinity and a culmination of all things masculine into a singular identity.
