The entity known as The Overmaster is a cosmic being of great power whose origins remain a mystery. It claims to traverse the galaxies seeking out inhabited worlds and passing judgement on whether or not the life on these worlds are worthy of its existence. The Overmaster came to earth and deemed humanity to be unworthy, setting in motion a plot to destroy life on earth. To this end he empowered a group of villains called The Cadre. The Overmaster’s efforts were thwarted by The Justice League who were able to defeat his Cadre. The Overmaster has returned on numerous occasions to battle the League. The villain first appeared in the pages of Justice League of America #233 (1984)

Despite nearly ending existence with the immense power they wield, many of DC's dark villains faded into obscurity.
DC needs to double down on their villains. Good villains push your hero to be better. And your story is only as good as your villain. And they desperately need to reach beyond the same five or six villains.
