My theory for the talon dissenters: doomfist continues to stay idle, pissing off sombra and reaper. sombra decides they should go on without him and try to rot it from the inside. they start researching using sombra's hacking and reaper's dusty old detective skills. emre. the conspiracy. you know who else has been in the line of fire of the conspiracy? soldier in the gibraltar explosion.
Sombra convinces Reaper that they need to find him because more info on the conspiracy = more info on one of talon's strongest single associates = potentially a coup on vendetta. plus, soldier was part of overwatch alongside emre and might have more information than they think
There is a pretty high chance that Soldier stays floating just outside the lore forever but I can't imagine leaving the very loose end that is the gibraltar explosion and starting to tie it up without one of the two major victims
