It would have been foolish to think they wouldn't be met with at least some resistance from either party; the Jedi who benefited from sanctuary and government aide, and the Republic who benefited from having an army planted in their the capitol. Up until recent decades, the Order had just been an ornamental weapon for show, something to wave in the enemy's faces when they thought to challenge the Senate's rule and Obi-Wan, like everyone else, hadn't seen the trouble they were in until the pot was boiling full and boiling over. It had been easy to think of it as normal—needing interference from a separate governing body to conduct their affairs—when it was all he had ever known, all his Master had ever known as well.
