I think Silverbell, after arriving in Kingdom… To put it mildly, he was very scared. Factories are working everywhere, cutting wood, extracting sugar… It's very noisy. And many cookies are very noisy and sometimes they start shouting something loudly (sometimes even I flinch when I play the game without music and one of them says his line). And he gets scared all the time.
But the most important fear… This is Choco. I mean, this guy is unsociable and his sword is flashing red. And these shoulder pads make Choco twice as big. He was silent and didn't really communicate with anyone and was calm gaze, which was very cold. Silverbell didn't know that Choco was a kind and harmless friend.
When the fairy got lost, Choco noticed and wanted to help by approaching him with his trademark gait. Silverbell was so scared that he hid in a corner. In general, that's how they met xD
