How do I go about asking this guy on a date? (before you ask, yes, he is 100% gay)

He lives in the same uni halls as me, two floors down. We've seen each other around but not actually spoken in person yet, but we have online.

I've got to speak to him face to face at some point...so how do I go about it? I have no idea if there's a mutual interest, but I really want to get to know him.
