Suspected this now here it is. Poor countries by design.
Through his hallowed foundation, the world’s de facto public health czar has been a stalwart defender of monopoly medicine.

Headcannon/Theory Time: Poor Countries That Couldn’t Pay The Heavenly Tribute Were Potentially Enslaved In Tequila Wolf
I know that Tequila Wolf hasn’t been really focused on since the pretime skip, but I really want to consider something after a certain realization concerning it’s slave labor population. For one thing, this bridge was build on the whims of a Celestial Dragon to connect the islands nearby together. And that order was made 700 years and it hasn’t still been finished. It’s been said that criminals and populations of “non-affiliated countries” sent there to work on it. Since the revolutionaries liberated it, the island has been abaonded and hopefully all the slaves were freed.
I put a special emphasis on non-affiliated countries because of the fact that has it turns out according to Marco, these kinds of countries tend to not be connected to the world government because they are too poor to the pay the tribute. We already know how some countries have been drive to poverty because they had to pay it, this includes Lulusia Kingdom ruled by King Seki, who taxes the people so much that they have hit hard times.
So we have to consider this, this means that this unaffiliated countries could have just been ones that were too poor to afford the tribute and not only are they at risk of pirates and slavers, but also of the government if they thought they needed more workers for the bridge at Tequila Wolf. It’s not outright confirmed, but it’s not out of character for the World Government to do such a thing and once again shows how classism brings so much injustice into the One Piece world.
The surge in getting inebriated has come in tandem with fast economic growth and rising wages across much of Asia, turning poor countries into middle income countries and putting middle income countries on the cusp of joining the world’s wealthiest, as happened in the ’70s and ’80s with Singapore, Hong Kong, Taiwan and South Korea. More people have more money to spend and it seems splashing out on a boozy Friday or Saturday night is increasingly en vogue. “What happens is that more and more people give up abstinence and start drinking, as it is associated with desirable lifestyle and [is] affordable,” said Jürgen Rehm of the University of Toronto, a co-author of The Lancet paper.

The gap between rich and poor countries has increased since the 1990s as new drugs become available in higher-income regions but not in the rest of the world. Advances in cancer treatments are emerging rapidly, with 197 new drugs launching from 2018 to 2022 alone – but while high-income countries are reaping the benefits, most of the world is being left behind, a major new analysis has found. A total of 568 cancer drugs entered the market in 111 countries between 1990 and 2022, most of them within the last decade. Many treatments were first introduced in high-income countries, with lower-income regions facing long delays – if the drugs ever became available there at all, according to the study, published in the journal BMJ Global Health. These gaps have widened since the 1990s, meaning that while people in wealthy countries are more likely than ever to receive new cancer treatments, access remains stagnant in lower-income areas.

This is not news. We saw the same when covid vaccines were rolled out. We see the same in the lack of mpox vaccines in Africa, or quite frankly, any medicines in Africa.

Top 10 Poorest Countries In The World
With the world prospering in terms of wealth and technology, some countries still suffer from poverty. This contradiction is a strange phenomenon as it is hard to understand how an abundance of wealth and poverty coexist in the same society, but it is the reality of our world. With billionaires getting rich day by day, some countries are barely sustaining themselves. It is hard to conclude the cause of poverty or the solution for it but we have put together a list of the poorest countries in the world based on their GDP per capita. Have a look:

South Sudan
This landlocked country of Central Africa is the most recently born country in the world and the poorest country in the world. Gaining independence from Sudan on 9th July 2011, this country shares its borders with Ethiopia, the Central African Republic, the Democratic Republic of the Congo, Uganda, and Kenya. With a population of 11,25,383, its GDP is USD 25.83 Billion. South Sudan’s position on the list of poorest countries in the world is quite justified. As a new country, it has to face political instability and conflicts regularly. These hinder the progress of the country. On top of that the extreme climate of the country doesn’t help. South Sudan has endured extreme ethnic violence and a civil war from 2013 to 2020.
Burundi
Situated in the Great Rift Valley between the African Great Lakes and East Africa, the Republic of Burundi is a small landlocked country. Burundi was an independent kingdom for more than 200 years. It became part of German East Africa in 1855. The country had an election post-war in 2005 and since then the National Council for the Defense of Democracy has been the country’s dominant party. Only 13.4% of the country’s population lived in urban areas in 2019. It is one of the smallest countries in Africa with a population of 13,459,236 and its GDP is USD 3.06 Billion.
Central African Republic
The Central African Republic has been going through a civil war since 2012. It gained independence from France in 1960 and saw its first democratic elections in 1993. It has significant mineral deposits and resources like uranium reserves, crude oil, gold, diamond, cobalt, and lumbar. The Central African Republic is estimated to be the unhealthiest country in the world. With a population of 5,849,358, its GDP is USD 3 Billion, it is one of the poorest countries in the world.
