Can players use characters they don't own for plots if the other character and theirs were close or related but the other players owner is no longer an active player and cant be reached?

No.

The character still belongs to that player, so controlling them in posts and plots without their consent would be considered powerplay and disallowed.

I was roleplaying Wizeman on Last Moon and some user by the name of "Ender Wolf" tried to one hit kill me with their toxic powers and when I tried to call them out on power playing they said "Oh they have no control over their power." well guess what you have control over your muse and it's not okay to kill people without asking. I told them to stop and they said "well maybe you should change animals so you don't have to deal with this." they were in the wrong not me, plus they didn't understand that I was rping a god and when I told them they said "I am the god of insanity"  After that I just blocked them and left the rp

It bothers me when people godmode/powerplay in order to "fix" my character and make a relationship with them easier on their own. Too often I see people bending over backwards to make it sound logical to erase some of the issues I've given my character- for purposes of development- and when I deny them this opportunity, these issues then become ignored in our threads, as though they were never there to start with.

When someone is powerplaying by mind reading my character based on thoughts I include in narration, I just stop including what my character is thinking. If they don't have it, they can't use it. I hate that it messes with how I normally write for my character and that it makes my reply look sparse, but I prefer that to being toyed with.

In canon my character is disabled, and I can't stand when people in a roleplay try to reverse that disability.

I believe playing as someone else's character is powerplaying, not godmodding.

"Powerplaying" and "godmoding" - as I know I have explained before - are terms used interchangably depending on where you picked up roleplaying, and therefore the definitions mix here on tumblr.

Where I learned it, “godmoding” is controlling characters not your own, similarly to “playing God” on games like the Sims. Whereas “powerplaying” I learned as to mean having an overpowered and/or omnipotent character, which meant they were always one step ahead of all other characters. That could be in battle, where they are undefeatable, or in conversation, where they magically know what every other character is thinking, feeling, or has gone through without that other character saying it. 

You can see how each phrase could fit to either definition, therefore it makes sense that the terms are a flip-flopped a lot. However, since that’s how I learned it, and this is my blog, those are the definitions I have attached to each phrase and is therefore how they are categorized on here. Though, you’ll notice, that since the terms are so similar, many older napkins with one of the two tags often has the other, as well.
