Interesting Psak: Shabbos at War

In light of the ongoing war with Hamas and the threat of danger and incoming rockets at any time, the Chief Rabbis of Israel, Rabbi Dovid Lau and Rabbi Yitzcha Yosef, have issued a psak to the general public regarding what is needed to do over shabbos at this time.

They paskened that:

1. All instructions and guidelines from the Home Front Command must be strictly observed. If they say to stay home, stay home and dont go out, even for prayer services

2. Daven only in a shul that has, or has nearby, a protected area. Elderly and those who are unwell and walk too slowly, should daven at home and not go to shul

3. Whoever holds a license to carry a gun has a mitzva to carry the gun with him on Shabbos

4. If a siren is heard during the shmoneh esrei tefilla, go quietly to the protected area and then continue davening from where you left off

5. Try to have at least one armed person in every shul

6. Every shul should have a phone, placed there on Friday, to be available for use. When necessary one can keep his phone on silent and vibrate in his pocket

4. Leave the radio on tuned to the silent station to be updated by Home Front Command should it be necessary

Hatzlacha and hopefully it wont be necessary and will just be a precaution

if one asks two rabbis with whom one has equal affiliation a question and they answer differently, whose opinion should one take into account and why? assume neither belongs to a particular movement, nor does the questioner.

Mod here! The significance of rabbinic answers varies depending on one’s perspective on Judaism (denominationally or otherwise), I’d like to ask that respondents include a relevant FOR.

I keep seeing folks respond to these questions, especially ones from conversion students, with "Ask a rabbi or cantor." This always seems weird to me--unless the question has to do with hazzanut, why ask a cantor? I've certainly known hazzanim who are very knowledgeable about Jewish practice, but the same is true of many a volunteer shliach tzibur, and neither of them have the communal authority of a rabbi or the halachic authority of a posek.

(about "ask hazzanim" responses, cont'd) I wonder if this is a custom in a branch of Judaism with which I'm not familiar, or perhaps hazzanim have a special status in some of them? For the record, my background is Sephardi, though in cities without a big Sephardi population I've also belonged to a couple Masorti synagogues. In none of them can I imagine having being told "ask the hazzan" in response to a question of halachah or minhag.
