usually I’d say “it’s like the prodigy” or something, but no this is straight up Psykosonik, one of the artist to appear in the soundtrack for the Mortal Kombat movie, credited by name. 

it’s SNES-ified versions of several songs from their eponymous 1993 album

(NOTE: it’s worth mentioning that the literally techno soundtrack is exclusive to the non-japanese versions of the game. in japan, this game was called “Sword Maniac” and had its own soundtrack. some of the tracks survived localization which is why you see the two original composers here.)
