Do US police need better training?

Looking in from the outside, seems to me that the police in the States use deadly force just for their own convenience.

Just by viewing the TV show "Cops" it's apparent that they are not attempting to defuse a situation. In that show they will often be sitting on top of the person of interest, who has his arms trapped underneath himself, and they will be screaming at him to stop resisting, and to put his hands behind his back, when he's doing neither, the first because he has too much weight on top of him, and the second because it's a physical impossibility.

The black community is right in being pissed off. Now, there are examples where the use of deadly force is warranted, where the suspect person does have a hidden gun, but this pre-emptive killing of innocent people seems a very stupid and unprofessional way to deal with these situations.

Above all, the police actions seem to be primarily those that escalate a situation, as if to set up the victim to be justifiably executed.

This might be the root cause that will prevent proper gun control that most US people want. Other countries rely upon the police to resolve criminal situations, thus negating any need for armed public citizens.

Of course a further root cause might be that the USA has been almost continually fighting some kind of war or another for over a century, so there's lots of people who are comfortable with guns in their possession.
