Quadodo would probably only exist in captivity and never survive in the wild. When Doduo evolve it relies on the head that doesn't split to forage, eat, look out for predators and basically make all the decisions. When both heads split it can't eat and is helpless so when this occurs it has a 100% fatality rate in the wild. Only with special care in captivity can a Doduo survive and evolve into Quadodo.
I think they’d be extremely rare in the wild for that reason, but like albino animals (which have a higher death rate in the wild), I think it’s possible there’s some wild Quadodo, but that they have a much higher survival rate in captivity.
