BTW, in the new concept art released on the N7 day, there seems to be a mysterious new alien species present

It has similar legs to turians, but turian signature collar is missing. Considering Turians are an avian species, I think this might be the mysterious Raloi species (also an avian species), which has integrated into Council space in the period between Mass Effect 2's ending and Mass Effect 3's beginning. They were absent from Mass Effect 3 as they went back into hiding on their home planet.

I’ve played Mass Effect for a long time, but your post on the Reapers arriving early was the first I’ve ever heard of the Raloi

They are mentioned once in the entire series, and a couple times in supplementary materials.

They're a feathered bird-like species that achieves spaceflight and is welcomed into the Galactic community in 2185. Beforehand, their existence was known to the Elcor, but the Asari ultimately make first contact.

Their one mention in the games is a news broadcast you can hear on the Citadel in ME3.

They pull their representatives from the Citadel and destroy all the satellites and ships, hoping the Reapers see them as a pre-spaceflight species and will skip over them, because they don't have the technology to fight.

We don't learn if it works.

There's also the raloi. I like to think not all of them were able to leave back to their homeplanet. Maybe some were stranded. Thoughts?

Oh yeah, can’t forget them. 

Their strategy to withdraw hoping that they’ll be seen as a pre-spacefaring civilization makes me doubtful it worked, but I like to think it did anyway or that most of them survived, and will receive a new “we won the war” Citadel visit. 

I think the delegation as a whole left because it was still early during the war. It’s post Priority:Mars. I’m not sure they were stranded but it doesn’t mean some raloi didn’t stay or chose to leave for other planets. Would be possible, at least, even if it would be a difficult adventure since they’re so new to the galaxy at large. What do you think, does that make sense? 

Btw, has anyone written a fic about them? Or does anyone have a Raloi OC who traveled during the Reaper War?

More alarmingly, there are also reports of biotically-abled raloi hatchlings from the Empire of Fala’Harteek, hinting at deliberate exposure. No official requests for help have yet been issued to the Citadel Council or other spacefaring nations. However, officials in the Republic of Honne are considering the option of appealing directly to them, rather than waiting for the United Coalition Diplomatic to reach unanimous decision.

BREAKING: Raloi Withdrawal Decision Prompts Backlash, Accusations of Cowardice

When the Reapers invaded the galaxy, the entire raloi delegation decided to withdraw from Council space and descend into forced primitivism. In the meantime, however, the raloi have been branded as cowards by the rest of the galaxy.

Seeking to justify his people’s bid for self-preservation, Raloi ambassador Ari'ka stated, "We have no wish to battle those who have yet to wrong us, nor have we the capability.” 

The raloi’s decision to destroy all artificial satellites and observation equipment they currently have in orbit. They claimed that the Reapers will see them as a pre-spacefaring civilization and spare their planet before departing the Citadel.

Other races, however, were less than sympathetic. Moments after Khar’shan and Earth fell to Reaper forces, dozens took to the extranet to express their outrage.

“Mixed disgust and anger: They foolishly hope that the Reapers will see them as a primitive species and ignore them!”

“In our time of need, the fucking bird-men just upped and left us all to die! What cowards! I hope the Reapers wipe out all you featherheads!”

“This one does not understand. We welcome the raloi to the Citadel, but when the time for unity was needed--they refused to aid us. This one expects that a day of reckoning will come.”

The raloi species made first contact with the asari six months ago, and were formally welcomed into the galactic community last year.
