Victor had noticed the young man a few days ago. At first he didn’t think much of him, he’d just noticed him purely because he was attractive. But the man kept popping up. Wherever Victor was, if he looked around he could find the man too.
Sometimes he was sitting on a bench reading a book, sometimes he was at a table a little ways down from him. He was browsing shops, talking to people just down the street, or fixing his shoelaces.
It was all too coincidental for Victor. He’d been in this business a long time and he knew when he was being tailed. Of course he usually was able to catch on immediately and...take care of the spy...but the police had changed it up.
Victor knew every cop in the entire state and even a few from surrounding states. He made it his business to know who the enemy was, and that was why he was able to function so well.
His...Administration was not into petty thievery. They didn’t have personal disputes and they didn’t agree to kill people for a price. He was strictly in the money loaning business. He would give loans to people who asked for it, and then collect on the agreed upon date. If the people didn’t have the money...well...there were plans to deal with that.
But he was careful. He knew the laws and he never gave more than what a private citizen could loan. He kept detailed records, had signed agreements and was always ready when the police would raid him.
They had been trying to find a way to bring him down for years.
They knew that he was the reason behind so many people disappearing, though he obviously couldn’t be linked to anything wrong. They knew he was dealing with criminals and made way too much profit for his operation to be legal--they just couldn’t prove it.
So they sent out spies, people to keep an eye on him, try to get close to him. But he always knew. And those spies would disappear.
But this man...this guy who was following him--he wasn’t a cop. Even the new recruits were on Victor’s radar and this guy was a solid brand new person.
So he stuck his own spies on it. It was one of the things that set him apart from other--administrations. He had spies, men who were stealthy and quick, observant and detailed. He got all of his information from these quality informants.
It only took them three days and they showed up in his office with the details.
“Mr. Nikiforov, The man’s name is Katsuki. 25. Originally from a small village in Japan. He and his family came here to open a spa and it failed. His family went back to Japan but he stayed here. Reason unknown. He’s been homeless for about 10 months and that’s when the cops pulled him in for panhandling.”
Victor nodded his understanding and looked to the second man.
“They were amazed at how long he had been homeless without being detected so they offered him a deal. Work for them undercover as an informant and they would give him an apartment and get him a part time job somewhere--because they can’t actually pay their informants.”
The first man nodded and broke in.
“He’s been tailing us for a month now, there’s no telling what he’s been able to give them because we’ve not noticed him.”
There was a hint of shame in the man’s voice and Victor brushed the comment away. All the boy would be able to give the cops was their whereabouts. Which would have been an issue if they hadn’t noticed him until later, but he’d caught him.
“You want him to meet the others?” One of his men asked. And Victor shook his head.
“No, I’ll deal with this on my own.”
Victor stood up from his desk and left the office. If there was one thing he knew, it was that informants from the street could be bought. This one was homeless before, given an apartment and a job by the cops. And Victor saw this as an opportunity.
If he could get this guy to switch--then he could actively lead the cops away from his business. He would have a man ‘on the inside’ which was something he typically steered clear of. Dirty Cops were old news--they always got caught or greedy and he had no desire for them.
But a dirty informant? That he could work with.
He stepped outside his office building and looked around for just a few moments before spotting Katsuki. He grinned and walked over determined and confidently.
They boy looked younger up close--much younger than 25, but he knew his information would have been double and triple checked. He noticed the sparkling brown eyes, the dark ebony hair and the innocent little mouth. He felt a spark go up his spine and he had to remind himself that this guy was not a conquest. He needed him.
He walked up and stood in front of the young man who was currently “window shopping” outside of a nice suit shop.
“Let’s grab some lunch and talk.” Victor said. He snapped his fingers and his car pulled up seconds later. He didn’t wait for a reply from the guy--he opened the door and held it open. “Get in.”
