TL:DR:

P.E.T.A.L(S) is a brace that was stapped onto Afton’s neck to block [REDACTED] off from entering his host. Though this does work, there have been occasions where an outage occured, hence the 2nd paragraph about how to secure it if P.E.T.A.L goes offline.
