Harry is assigned to be auror partners with Draco, but he's supposed to investigate him for the mysterious deaths of Draco's previous partners.
Draco is invited to pub nights and they always leave together and part ways at some corner and I think thats where they had or wanted) their first kiss.
They also visit an old lady once a week because she keeps reporting things stolen but she's actually just lonely and makes their favorite snacks and tea. I think it would be rated Explicit because Harry takes Draco's virginity. The lead auror person ends up finding out that he has been getting slipped some substance that made him susceptible to suspicion and paranoia about Draco. At some point they get trapped in a basement where the temperature keeps getting hotter and hotter too, and they almost reveal their feelings there I think.
Maybe:
Draco is eventually wrongly arrested and I think he says "I'll never be sorry" to Ron when he visited because he got a tattoo or something.
