There’s so many possibilities, I just can’t truly agree with anyone of them because the hard core rcmt theorists who are like “he definitely plotted the whole thing” seems really unrealistic, like what 10 year old child (even a phantomhive) can do that?But... theories like yours that say ciel is not involved, make me then question, why is he so... odd? I haven’t seen a part three to this, so I’ll answer what I’ve got.
There’s also the scene more recently where he’s protective in a condescending way towards our earl regarding his health. Then super sweet about their “reunion” while also dissing his other relatives as not being “family” to him. And then telling Sebastian off for... well, everything he can tell him off for without spelling out in front of everyone that Sebastian literally ate his soul.
I think he’s an entitled child who adores his brother in a somewhat controlling way; it goes along with his sense of entitlement. And he can go from sweetness to cruelty with the flip of a switch. He’s highly manipulative. And this is exactly the sort of thing that was probably being cultivated in him to take over one day as watchdog....

Nice when he’s pleased
Nasty when he’s not pleased
Manipulative to get what he wants, even if that’s a particular emotional response from another
I don’t think he has to be a genuinely sweet child to not be involved in the attack at the manor; he can be a bit creepy and really dark... and still just be a victim in this situation.
