No, Damballah doesn't do that work because that sort of thing is not done in actual vodou. No lwa goes around putting souls in dolls--both because our souls are far too precious and because 'voodoo dolls' are not a thing.
Ah! I did know “voodoo dolls” weren’t really a thing (Tho the similar poppets, from European witchcraft, actually are), but thanks for the confirmation!
I suspect that idea came from a writer thinking they were being clever, but they ended up looking through voudou as a collection of tropes rather than; yanno; an actual religion.
Which is always a shame, given that in almost all cases the actual accurate portrayal of religion/stories is way more interesting than the watered down white take on it. See also: Hinduism.
