I think Garp might only have accepted it before Roger became a pirate? So they're both still quite young and know they're going to temporarily part ways to pursue their dreams. Garp will join the marines and Roger will go out to have adventures (which Garp did not expect to mean piracy, though I don't know what exactly Garp expected.)

So they file the necessarily paperwork in whatever random town they are in when Roger asked "hey, wanna become my wife/ husband" *lol* I think he'd ask very casually, like it's no big deal and gets a fist of love because couldn't he have been a bit more passionate about it??!

When Garp learns that Roger's a pirate maybe divorce is on the table X'D But to hand Roger divorce papers means chasing him through all the seas. Which is very romantic and might be just the right thing for their love life *lol*

Garp always chased Roger. As part of his job, sure, but it really didn't take long before it became more than that.

Roger's smile is too cocky for that, his loose, often torn clothes too enticing to resist.

Their first kiss happens at the end of a battle, both hardly able to stand as Roger pulls Garp in, giving the tension between them a much more pleasant way of relief.

Garp can't help but respond instantly, and they fall to the ground right there, rutting against each other like animals. It's risky, either of their crews could come look for them, but neither is the type to even consider that.

The other simply demands their full attention, always. There's no room for other thoughts, no looking away, no stopping the dynamic naturally unfolding between them.

It becomes a habit quickly, and they end up in shifty inns quite a bit, though Roger also has no qualms about pulling Garp into his cabin in full view of his crew, or even sneaking onto Garp's ship and breaking into his cabin at night.

There's a special kind of satisfaction in that last one, a reassurance that Roger is chasing him as much as Garp chases Roger.

Really, he should turn Roger in for these stunts, threatens it each and every time, but Roger only laughs, and Garp gives in to his desires in a heartbeat.
